Mead Incentives

The Town of Mead provides incentives to businesses that provide new capital investment and above-average wage jobs. Incentives will be tailored to the specifics of each individual project. The types of incentives that may be provided include:
1) Off-site Development Costs
Funding mechanisms and agreements on timing.
2) Building Permit Fees
Timing of impact fee payments and adjustments to other fee structures.
3) Sales and Use Tax
Partial rebates on 1) building permit use tax and 2) sales tax not to exceed 5 years duration.
4) Property Tax
Partial rebates depending upon value of capital expansion.
5) Impact Fees
Timing options for payments and possible use of impact fees emanating from development area.
6) Jobs
Performance-based incentive resulting in net new full-time positions paying above average wages. Maximum
number of years eligible for job incentive is 3 years.
7) Personal Property Tax Rebate
50% rebate of qualifying new or expanded business rebated for up to 10 years. (C.R.S. §31-15-903).

The Town will also consider the following development tools:
1) TIF – Tax Increment Financing
2) PIF – Public Improvement Fee
3) SID/GID – Special Improvement District/General Improvement District
4) Metro Districts
5) Town-Financed Grant Funds or Loans/Downtown area only ($5,000 max.)
6) Other State/Federal Programs
